After the episode "Force of Nature", Excesses of warp 5/6 were only allowed in emergency situations and absolutely forbidden in the Hekaras Corridor after it came to light that is was damaging subspace when higher factors were used. One might call the Dominion War one big emergency, so therefore the warp restrictions were lessened since the Alpha Quadrant was in a State of War. Though advances such as the Variable-Geometry Pylon (used on Voyager whenever it goes to warp) helped lessen the effects, apparently the S.C.E (Starfleet Corps of Engineers) found a solution to the problem around 2370. I'm pretty sure at some point it was dealt with in the books, but I'm not recalling anything specific and I haven't read any of the 90 S.C.E novels yet...

Did they actually impose the restrictions though? I know it was investigated and found to be an issue but I'm pretty sure that there were instances prior to the Dominion War of people going faster than Warp 5. I'm not embarrassed. =P
