Because the people setting it up don't care at all. Unlike the New York Toy Fair where the actual designers are there. The Marvel Universe display at this same toy fair had Archangel's wings on Colossus.
The New York Toy Fair gets an actual display for the fans to see. The international ones tend to just be a quick "Here's the damn toy, order it already" setup.

Wrong. The AT-AT was just entering testing and production during the Clone Wars. Kenobi's forces were the first to test it out, with limited deployment elsewhere.

Because they wanted it as large as possible while still being capable of selling at retail, not to mention staying in one piece. Plastic isn't metal by any means. Making it full size would require it to both be made of some pretty sturdy metal and way too heavy to sell in toy stores.
