Without a human to act as a scale it is hard to tell if the cannon's recoil is to much for the hinged mechanism. Using the mini gun as a comparison, though its fake as well, I'd guess the cannon to be somewhere between 25-40mm. Recoil from weapons in this size are fairly easy to account for.
To me, It looks more like a HISS Scout. A line that never made the shelves(except for a Canadian discount chain last year ).

While this tank is a bit unrealistic, don't forget that the original HISS had a friggin glass cockpit. What could be better on a tank than glass?
Remember those schematics, printed in blue, that came with the old G.I. Joe vehicles? Back then, I was a young geek who was fairly knowledgeable about real-world military weaponry (mainly from playing the Twilight 2000 RPG), and I chuckled over how those schematics greatly exaggerated the size of the mounted guns. For example, the schematics for this vehicle would likely spec the autocannon as a 75mm, when actually it appears to be a 25mm, e.g. the one found on a Bradley IFV. And it would likely spec the gatling gun as a 30mm, i.e. the one found on a A-10 Warthog, when actually it appears to be a mere 7.62mm. The size difference between a 30mm round and a 7.62mm round is like that between a can of Lysol and a tube of Chapstick.
As noted, this is pretty close to the modern HISS. The only difference is that, rather than the entire control section and the turret elevating, just the guns do.
Its not like the old trapezoidal tread old one-- but it is pretty much just like the new HISS version that has been out as a toy for about 2 years now (in multiple colors)-- This is the same one they are repainting like soundwave for SDCC.
So I'm assuming this is like the modern HISS, where the gun section can fold down as well?
I like it. Paint that sucker Black and put the Cobra logo on it and you have the H.I.S.S MK 5.
I wouldn't be too hard on the white rental van, given that the Joes actually did use or commandeer similar conveyances in the comics from time to time and there being so many, many other examples of idiocy in Rise of Cobra to choose from.
Wow, Cobra uses hunks of junk. No wonder they cant win even though the Joes cant hit anything. Even a glancing blow would blow the guns off this thing.
HISS = HIgh Speed Sentry. Speed over armor, protection and even firepower. (And good sense).
Let's not even talk about how easy it would be to throw a track on this thing.

As cool as that looks (and it does indeed, look cool) I can't help but imagine it flipping over when it fires the gun when elevated that way. Darn physics.....

I imagine the arms supporting it will flex as some sort of recoil mechanism. At least that's what it looks like to me.
