I find this “in-depth documentary with Jakob Zazeis: Chief of Terminator Design” to be the most reasonable explanation, frankly. It sure as hell makes more sense than the “only things covered in flesh can be sent back” theory, because then Skynet should have sent some flesh-covered guns back with the Terminators, too. Sure, it would have been gross as hell, but it would have been effective.
