This is Tropical Islands, in Germany. It used to be a Soviet military hangar, and it’s tall enough to fit the Statue of Liberty inside. (Check out an image of it in winter – total Watchmen finale vibe going on.)
Instead, it has a mini-rain forest and a tropical beach.
